Identify PMO Manager

If the PMO initiator wishes to become the PMO manager, and the PMO sponsor agrees, then this issue is easily resolved. However, if the PMO initiator does not wish to become the PMO manager, or is not available for the ongoing assignment, then the PMO initiator and the PMO sponsor should identify a potential list of candidates, prepare a prioritized list and offer the position to the candidates in priority order.

These are the general qualifications of an effective PMO manager:

  • Expert in project management theory and practice. The PMO manager must be able to select methodologies, standards, and tools, and make effective use of experts in these areas.
  • Reasonably long tenure with the company. This qualification is important for two reasons: First, the PMO manager must be familiar with the unique issues within this industry and company; Second, the PMO manager must have the respect of project managers, department managers, and executives.
  • Ability to launch a new office quickly. The PMO manager must establish the PMO efficiently, within a short timeframe.

In general, it is far better if the PMO manager has a track record of project management success inside the company. However, if no suitable candidate can be found internally, then an expert project manager who is also experienced in the industry of the organization may be the best option.

Once a PMO manager is selected, the sponsor, the manager, and the initiator prepare the statement of intent.
