Identify Issues and Risks

Two more tasks remain in the process of creating the charter, as shown in this diagram:

Identify Issues. In the PMO initiation phase, before PMO planning, there are many key points which are not yet decided. In fact, it will take several months to resolve all the issues of methodology, standards, tools etc so that the PMO can begin execution and offer services. In developing the charter, it is critical that the most important issues and difficult issues to solve are fully documented. They are included in the Issues List of the PMO Charter.

Identify Risks. In starting up any new office, there will be barriers to success, or risks. The PMO manager should begin risk management by creating a list of risks in the charter. This list will be updated regularly, and all the risks on the list will be managed. Risks are included in the Risks List of the PMO Charter.
