PMO Measurement

Measurement must be made before and after the effort

To show a change in measurement, it is necessary to take a measurement, then make an effort to create change, and then measure the results afterwards. But the prior section has shown that a great deal of work defining the project management process and bringing things under control is necessary before even the first measurement can be made. The logical conclusion is that the PMO should first focus on defining and solving obvious problems, providing beneficial services, and creating good relationships through good customer service. As a result, the actual effort to measure results may begin two or three years after the launch of the PMO.

Measurement can begin when the PMO can look at the prior year and say two things:

Every project was planned according to the methodology.

Every project had valid end-of-phase reviews for each phase.
