That assessment can include anecdotal evidence of benefits of the work the PMO has done so far. In the assessment it might be good to collect opinions that say such things as, "Similar projects took over two years; using the PMO's methodology, we finished this one in a year." A statement like that from a respected engineer or manager goes a long way to building credibility. The PMO also measures the success rate of that year. The issues raised above are resolved, and a definition of success is proposed: A project is said to have succeeded if it meets all these criteria: The project delivers acceptable results on time and within budget, including approved time extensions and extra funding. The post-project review shows that ROI exceeds a defined threshold. The customer confirms that the increased budget and schedule, if any, were acceptable.
