OPM3 does not have a name for the lowest level, the level an organization operates at prior to standardizationFor any one group, the levels are sequential. One has to have all of the capabilities of a given level, plus new ones, to reach the next level.Within an organization, different groups may be at different levels. For example, a supportive PMO might be providing support to a construction project management team at OPM Level 3, and two software teams, one of which has been using CMM for years and is at Level 5, and one of which is just starting out and is at Level 2.Organizations seeking CMMI approval often seek to reach CMMI level 3 quite quickly, as this is often what is required by customers. Levels 4 and 5 are considerably more difficult to achieve. OPM3 is much newer, so it is harder to make a similar statement, but the same is likely to be trueDeveloping maturity is one growth path that is beneficial to an organization. Each group should move through each level in stages, taking anywhere from six months to several years to reach the next stage. However, maturity is only one measure of the benefits of an organization, and applying maturity within the PMO requires some adjustments to the model. These are the topics of the next section.
