Evaluate Relevant External Tools

External tools may be included with the methodology and standards that are being adopted by the PMO, or may be available independently from vendors or other sources. Once the PMO adopts a methodology or standard, it is necessary to prepare the gap analysis for external tools by listing each tools and then performing a gap analysis on each project management template.

Tool evaluation can occur either before or after the decision to acquire a particular methodology or standard. For example, in choosing among project management software available for purchase, one could select packages of tools from vendors, then calculate the cost of acquisition plus modification for each package. The package with the lowest total cost of adoption would be selected, unless developing tools in-house was even less expensive.
