Define functional requirements. The functional requirements are defined primarily by the benefits the knowledge management system is designed to produce and the problems it is designed to solve. Additional functional requirements are defined by the nature and format of the information to be included. For example, if an organization has extensive paper data, a scanning system may be required. Or, if an organization has a large field staff, more interfaces that work with handheld devices over low bandwidth may need to be developed.

Define content requirements. The ideal contents of a knowledge base are all information related to all current and past projects, and project management tools . However, that may not be feasible. A number of decisions about reasonable limitations on the dataset are required.

Define structural requirements. The structural requirements define the database or databases, data exchange, and interfaces.

Define technical requirements. The technical requirements for a knowledgebase include all general architecture and interoperability requirements, plus the specific technical requirements of each database, project management software, and hardware component.
