Executive Summary: Introduction. Introduce project manager stakeholders to the purpose of the PMO's services.

Problems List: Focus. Define the specific problems to be solved.

Gap Analysis: Guidance. Show exactly what using each PMO service is intended to accomplish.

Benefit Statement: Motivation. Show what will be gained by participating in use of PMO services.

Growth Plan: Scheduling. Show when each service will be available, and when each goal will be achieved.
